The CPC Central Committee has considered the solution of "three rural issues" and the building of a new socialist countryside as the most important tasks of the party since 2004, calling for and mobilizing the whole society to committee to agriculture, rural areas and farmers. The implementation of urban and rural construction land change is important to solve this problem, which is conducive to the development of modern agriculture, rural economic prosperity, the realization of land management rights transfer and the improvement of rural living environment, therefore doing research on increase and decrease relevant linked to the pilot process have great significance in improving the living conditions of local farmers and promoting the development of new rural.Firstly, this article analyzes the research progress of the scholars on the New Rural Construction in China and urban and rural construction, and summarizes the pattern of rural residential finishing and finishing evaluation; followed by a brief description of the supporting theory of implementation of the increase and decrease relevant, and analyzes their significance from the theoretical level; because the implementation of the increase and decrease relevant is in the pilot phase, we make the New Village Movement of South Korea as example; selects Liuwang Town as example, and analyze the main problems currently exist by questionnaire survey approach such as employment difficulties, increased production costs, lack of professionals, cash flow difficulties, inadequate policies and regulations and other issues.The increase and decrease relevant changes farmers'living conditions, effectively increase the arable land, as well as the development of the extension of urban space,which promotes the urbanization process. But there are still many problems in the pilot process, some distance still exist between raising farmers'living standards and building a new countryside, we can ensure the direction of increase and decrease relevant and achieve the overall goal of building a new countryside only by abiding by the requirements of the new rural construction,the coordination of planning project,the establish of multiple input mechanism recapitalize ,strengthen the propaganda, demonstration promotion and wide support of people.
