Study On The Planning Of Increase Or Decrease Link On Urban And Countryside Construction Land Index Of Yushe County

With the rapid development of economy in China, the scale and the amount of construction land in various categories are expanding excessively, which increases the demand for new construction land. China has a large population but not enough land and applicable land resources are limited, which makes the problem between decreasing farmland and increasing construction particularly obvious. Currently in some village residences, the land for per person is too large, land use intensity is low and the structure of the land is unreasonable because of the lack of systematic management and plan. If old buildings are demolished for new construction property, the amount of new construction land will increase.Based on the related research theories, methods and case studies, this paper, taking Yushe County, Shanxi Province as the target research district, studies the increase-increase link project of urban-rural construction land. Through the analysis on the natural and socioeconomic features and the current status of land use, the potential of land reclamation will be studied. Then a construction scheme will be proposed and it will include design standard and requirement for demolition, construction waste process and land flattening. The paper will also put forward the specific design scheme, confirm land use method and project structure, and calculate land of various categories.In this study, the demolition area is 40.4339 hm2 before reclamation and the area is still 40.4339hm2 after reclamation. The total area does not change before and after reclamation. However, the net decrease of construction land is 40.4339hm2, the net increase of farmland is 33.6867hm2 and the net increase of other agricultural land is 6.7472hm2.The total area of new construction is 33.3284hm2, farmland is 17.1388hm2, forest land is 5.7657hm2, garden plot is 4.2820hm2 before construction. The total area after construction is 33.3284hm2, which includes other independent construction land and land for places of interest. And the application link quota is 33.3284hm2. In the demolition area, through the implementation of land reclamation project and biological measures, farmland will increase 33.6867hm2, which is larger than the link quota area and will ensure the return of link quota. The estimated overall investment for the reclamation project in the demolition area is 5804900 RMB, among which 5447000 is for land flattening,346500 is for field roads and 11400 is for other use.Lastly, this study is doing the feasibility analysis for increase-decrease link project from the aspects of legality, feasibility of land reclamation in the demolition area and development in the new construction area. In addition, this paper will put forward measures of safeguards for project implementation in terms of policy making, related system, funds, mass base and technology.
