In recent years, as people gradually deepened understanding of risk, risk management has become an important part of project management. However, the traditional project risk management research mainly analyses the environment of projects, technology and other hard risk, but neglects to analyse and control the culture of project organization, participants behavior and other factors of soft risk. Project participants mainly include the owners, contractors, supervision units which are the most active factors of projects. the behavior of the main project participants will have a significant impact on the project, and these behavior has become the main factors in project failure. Therefore, the in-depth research on the behavior risk not only has theoretical significance, but also has important practical value.Based on the study of risk management of participants behavior domestically and internationally, and concerning the current situation of construction market in China, the paper mainly research the following aspects:1,First, it compares the traditional methods of risk identification, analyses the constitution of risk factors of the project participants behavior, points out 15 main risk factors from the view of owners, contractors, and supervisors respectively, and reveals conduction mechanism of these risk factors.2,According to asymmetric information theory, and based on the general risk formation mechanism, it analyses the 15 risk factors of project participants behavior, and points out that the behavior risk comes mainly from the information asymmetry of the economic environment around the project participants, bounded rationality of human behavior and barriers of information dissemination channels. Based on the above study, it reveals the formation mechanism of behavior risk.3,Based on the principles of behavior risk indicators, it establishes the behavior risk index system project according to the above analysis of risk factor of participants behavior. under the idea of theory which is part of information theory, it builds the entropy-based fuzzy synthetic evaluation model which is based on fuzzy synthetic evaluation method. First, based on survey data, it determines risk index weight using entropy method in order to eliminate the impact of human factors as much as possible. Then, it uses the fuzzy synthetic evaluation method to evaluate project participants behavior risk. 4,It introduces the general theoretical basis of the risk strategy in the construction industry. combined with the reality of current construction market and the particularity of project participants behavior risk, it suggests preventing participants behavior risk through improving the construction management system, establishing effective monitoring mechanisms and punishment mechanism and establishing incentive and restraint mechanisms.This paper does some innovative research in the following aspects:1,This paper breaks the limitation of the traditional project risk management study, proposes this study proposition about project participants behavior risk, which not only enriches the project risk management theory, but also provides a new perspective for in-depth understanding and mastery of the content of project risk management.2,it introduces asymmetric information theory into the study, focuses on the constitution of behavioral risk factors and its transmission mechanism, and reveals the formation mechanism of the behavior risk.3,According to the entropy theory, it proposes entropy-based fuzzy synthetic evaluation model.
