Research On The Formation Mechanism And Evaluation Of Rural Homestead Exiting Risk From The Perspective Of Farmers

With the implementation of the rural homestead policy of "three right separation",the pilot projects in rural areas across the country began.Under the trend of rapid development of urbanization projects,the required construction land area is also surging,which leads to the current situation of occupying cultivated land,thus causing certain harm to food production.To restrict unreasonable phenomenon of cultivated land,country put forward the policy of "one billion eight hundred million mu of cultivated land protection" red line.Nowadays,the rural homestead in China presents a scene of idle and inefficient utilization,which is an important component of rural construction land.Therefore,the homestead exiting project is conducive to easing the contradiction between the construction land and the cultivated land,which is also the main content of the policy of "linking between increase and decrease" between urban and rural areas.At present,there are few theoretical studies on the exit risk of homestead,and the existing articles only tend to the cognition and avoidance of exiting risk.On the basis of practice,farmers have insufficient awareness of the specific implementation contents and possible risk factors of homestead exiting,and farmers are less able to deal with risks.At the same time,the exiting mechanism needs to be improved in terms of identifying?evaluating and preventing risks,so that the risks it faces are increasingly obvious,it not only obstructs the steady progress of the homestead exiting,but also hinders the effective implementation of the "linking between increase and decrease" policy.Based on many excellent papers,under the guidance of the homestead " three right separation " policy,the paper was designed from four aspects: family economy?exiting policy?social security and living quarters.After investigating the exiting of homestead in typical cities and counties in Jilin Province,farmer face with many realistic risk factors after the exiting.So the paper selects huoshiling village in Jiutai district of Changchun and Erlong village in Baicheng economic development zone of baicheng to carry out key field research,and the risk factors of homestead exiting are obtained by combining the research data with the relevant theoretical knowledge of risk identification.In this paper the causes of risk mechanism from three dimensions is analyzed,on this basis,the formation mechanism of risk is explored,and risk factors of homestead exiting are evaluated comprehensively by combining the Risk matrix method?Borda ordinal value method?Analytic hierarchy process and Fuzzy comprehensive evaluation method,the score of risk comprehensive evaluation is 57.47 finally.The results show that the risk level of homestead exiting is medium police level,the risk level of internal indicators of social security is relatively high among them,and the annual household income risk?household daily consumption risk of family economy risk and policy interpretation degree risk of exiting policy should also be focused on.This paper suggests to the policy effect and enlightenment of risk prevention about rural homestead exiting finally.
