The former economic analysis was based on equilibrium, which was to find the best price and quantity according to that supply equal to demand. But in fact, the reality condition is the market is not perfect, the information is not completeness, the economic condition is disequilibrium. During the course of establishing and consummating socialism market economy, the disequilibrium of macroeconomic movement is unavoidable phenomena. So it is very difficult but very important to a country to how to regulate country economy effectively.With a large indentation, the supply and demand of our country's labor force always keep the unbalanceable situation after our nation had been founded. In the past fifty years, the supply is larger than the demand. On the one hand, it is the enormous cardinal number of the supply that determines the situation of the unbalance, on the other hand, the lack of demand attribute to it mostly, and labor supply and demand unbalance is the embodiment. This paper analyze the labor market unbalance which in fact is labor market disequilibrium.Disequilibrium including many types, such as Keynesian disequilibrium, static disequilibrium, dynamic disequilibrium, planned economic disequilibrium, market economic disequilibrium and so on. This paper expatiate the disequilibrium theory developing process and content, and try to model labor market based on foregone model. This paper consider that disequilibrium essential is structural matter, and Chinese disequilibrium state is structural disequilibrium, so this paper aim is to analyse labor market structural reform, which is how to improve the human resource quanlity.The first part is introduction, to introduce Chinese present labor market situation and historical cause.The second part introduce disequilibrium theory, which is the best measure to analyse an nonclear market.
