The rapid development of the productivity requires new concept of management, and going with the current of the times, the project management came into being. It is permeating into every field with a new mode of thinking and new mode of management, and becoming a necessary means of surviving and development for enterprises. In China, the project management is applied to every walk of life widely and increasingly.In international labor service market, the competition between our country and international labor powers is, to some extent, the competition of management.
