At present, China Post has entered a period of rapid development under the environments of company operation and separation of the functions of regulator and operator. Human resource is the key to postal enterprise development. The three system reforms(reforms in personnel, employment and salary system) is one of the major sustentation to human resource project. It is a critical measure to promote China Post out of plight, decrease deficit and gain profit to enter into a favorable development orbit. The thesis is intended to provide a theoretical and practical guidance to deepen the three system reforms in a period of time henceforth, afford a reference to the human resource reform for other postal enterprise and furnish an elicitation to the reform to other state-owned enterprise through analyzing and summarizing the experience and problems in Shandong Post the three system reforms in the past three years.Based on the three system reforms in Shandong Post, adapting the methods of theoretical and practical study, the thesis carries an empirical study on the measures in the reform of personnel system, employment system and salary system, develop new ideas and new methods for deepening the three system reforms after implement company operation. The innovation of this thesis is that it has filled a gap in the three system reforms in the human resource in Shandong Post, especially after it operate as a company. It also creatively designs innovative measures such as leadership term, which will play an active role in the development of Shandong Post.The Thesis is divided into three parts: introduction, the main part and conclusion. The introductory part is mainly about the background and meaning of the research, and basic of the Three System Reforms. The focus of the thesis is the main part, which is divided into four chapters (Chapter II, III, IV and V). Chapter II mainly expounds the important status of human resource management as well as science and rationality of Three System Reforms in postal enterprise. The Third chapter chiefly analyzes the impetus and necessity of the three system reforms. Chapter IV concentrates on the analysis of the measures and the effect as well as the rationality and effectiveness of these measures in Shandong Post reform.
