The combination of knowledge, skill, experience and characteristics of an employee is called post competency, which can make the employee performs well in his or her position. The importance and functions of human resource management are increasing in enterprises management. The requirement of human resource managers in companies is even higher than that of before. As a result, to select competitive human managers is a key for the human resource development of most of organizations. On the other hand, current human resource managers can do post competency assessment from self-evaluation, and then improve his or her performance in the position. So the research of post competency assessment for human resource managers is very important for organizations.The research analysis the Post Competency Model and post competency based on human resource manager. Secondly, this paper constructs a Post Competency Model for human resource managers, and designs a Post Competency Measurement System. Further more, this paper elaborates the procedure of the post competency assessment of human resource managers, and focuses on the application of this system in industries. The most creative idea in this paper is the combination of the Post Competency Assessment and the Talents Evaluation theories to help the selection of human resource managers for organizations.
