The Transfer Of Rural Surplus Labor Force In The New Rural Construction

The transfer of rural surplus labor in China was extremely prominent and serious. It is not only related to China's overall social and economic development and progress, but also that of the national stability and order situation. The 5th Plenary Session of the 16th CPC Central Committee proposed the significant historic task of constructing socialist new-countryside; this brings the new opportunities and development ideas to rural surplus labor transfer. However, due to the large quantities of China's current rural surplus labors, the process of urbanization backward, low quality of rural laborers and imperfect related policy measures, the transfer of rural surplus labor force still faces tremendous pressure. If too many surplus labors are detained in rural areas, and unable to transfer, it is not only the tremendous waste of labor resources which is not conducive to the development of the rural economy, but also brings a series of social problems to the building of new countryside. Therefore, how to further promote the transfer of surplus rural labors becomes the significant task which the new rural construction faces. This paper discusses the situation of rural surplus labor transfer and the social influence which is brought by the construction of new rural areas, analyses the opportunities and challenges which the transfer of rural surplus labors faces in the new rural construction. Based on these discussions, my focus is on the strategic thinking and countermeasures of rural surplus labor transfer under the background of new rural construction.The full text is divided into four parts:The first part, obtains from the define of surplus rural labor force, described the relevant theories of rural surplus labor transfer which is in order to seek theoretical support about how to transfer rural surplus labors effectively in new rural construction.The second part, obtains from the present situation of China's surplus rural labor transfer, analysis focused on the positive and negative impacts of the transfer of rural surplus labors de the new rural construction, and pointed out that these negative effects is not the inevitable result which is brought by the transfer of rural surplus labor, but because of the blind and disorderly movements.The third part mainly aimed at the situation of rural surplus labor transfer in new rural construction on the analysis opportunities and challenges the transfer of rural surplus labors in order to propose the measures and suggestion effectively.The fourth, through rational analysis, embarks from the particularity of our country's rural surplus labor transfer, come up with a constructive program of rural surplus labor transfer in the new rural construction.
