Compensation is a "double-edged sword", and the proper use of which can attract, motivate and retain talent, improper use can bring crisis to the enterprises. Facing fierce competition and rapidly changing business environment, human resources management will be key to the success or failure of the bank. Michael Bill and other Harvard scholars divided human resources management into four aspects : the employees affected, the mobility of human resources, the compensation system and the work system. They say frankly that in these four areas, the theory and practice of conflict in the compensation area is significant and the importance of the compensation system is more exposed because it has become the hot zone of conflicts. If good Compensation system is established , the banks will be expected to enter the cycle of expectation to innovation; If these systems failed, it would then cause staff morale and efficiency drops, internal conflicts, the increasing rate of wastage and other serious consequences. The perfect system of compensation is the most powerful development tool to attract, motivate, develop and retain employees. But the traditional concepts of Compensation design have been insufficient to meet the persuit of modern commercial banks' staffs to the quality of work and life. How to strengthen the functions of the compensation has become the difficulty of the banks .Broadbanding compensation and full-scale compensation management are the new concepts of modern Compensation management which reflects the demands of contemporary era productivity and the development of the market economy. During more than 20 years of reform and opening up. China's state-owned commercial banks compensation system has carried for a variety of reforms, but there is no fundamental solution to the split of workers compensation and contributions, the low efficiency of input and output,the unreasonable distribution of the operators compensation and other issues. One important reason is that the reform of the compensation system has deviated from the requirements of modern productive forces and the development of market economy.
