Shandong Machinery Manufacturing Enterprise Cluster Development Strategy

Manufacturing industry provides the foundation of developing economy continually and strengthening competitive position of one state, and machinery manufacturing is one important part of manufacturing industry. Since the reform and open policy, the development of the machinery manufacturing is vigorous in Shandong Province. The number of the machinery manufacturing enterprises has increased rapidly in recent years. Especially, the private enterprises and the small and medium enterprises are rapidly expanding. Meanwhile, the ally and cooperation between many sizeable enterprises and minor enterprises have been strengthened greatly, and minor enterprises begin to gather in a region because of mutualistic symbiosis. Then, a batch of the machinery manufacturing enterprise clusters are constructing step by step. These clusters are oriented-market, relying on the predominance of the region and the industry. But, the machinery manufacturing enterprises still have many problems of their own which restrict the development of these clusters and themselves. The questions are as follows: behindhand idea about coorperation, disperse and random layout, lack of programming, developing in their own ways, absence of steady and long cooperation relation, unordered competition, seldom innovation, low organizing degree and so on. Consequently, this study thinks that the majority of the machinery manufacturing enterprises are just getting together, not having formed clusters, namely, being in the primary stage of clusters.Majority of the existing study usually is made by looking on cluster as a whole, localized cluster of self, but not on the effective countermeasures of enterprises development in clusters. These enterprises, as the basic sell of clusters, need theoretical guidance to conquer inferiority in resource and scale of themselves.
