Intellectual Property Capacity And Regional Competitiveness

With Economic Knowledgization and Economic Globalization being the current trends of the economical development, the Intellectual Property Rights (IPRs), which formed by scientific and technical innovation, has become the most essential factor of leading regional economical development and enhancing regional competitiveness. In a region, the comprehensive competence of IPRs's creating, protecting and using (competence of IPRs) has reflected its sustainable development ability to a certain degree. Under the background of accelerating the construction of an Innovative Country, building a Harmonious Society, practicing Scientific Development View and realizing Sustainable Development in our country, it is significant that researching the inner links of regional competition and the competence of IPRs.The theorys of competitiveness, especially the Resource-Based View (RBV), the Competence-Based View (CBV), and the Dynamic Capability View (DCV), have provided the theorical supports for this paper. The research field on competitiveness currently focuses to "how turn valuable resources to competitive advantage".In the knowledge economical time, because of the value and the flexible features of IPRs, such as reproducibility and invariability, IPRs has become national, regional, industry's and enterprise's core resources and has been used to maintain their sustainable competitive advantages. In order to describe the value of IPRs and the realization way during promoting regional competitiveness, we introduce the concept—competence of IPRs. The regional IPRs'competence is a kind of ability, it gained form the following processes: the related main bodies about IPRs in a region (including enterprises, colleges, scientific research institutions, government, judicial organs, and intermediary organs) create, use and protect IPRs with integrating other resources (such as capital and human resource), and then participate in competing, especially international competing.Based the above analysis, this paper analyzes the interaction mechanism of Competence of IPRs and Regional Competitiveness following the reseach route, which is"knowledge—knowledge transform—IPRs—competence of IPRs—the value creation capability of enterprises and industry in a region—regional competitiveness". For analyzing empirically this paper's issue, we refer the present research results, and put forward our evaluation system. Then, taking the 31 provinces and cities in China and Shenzhen as the main research objects, this paper attempts to analyze the inner links of the regional competition and the competence of IPRs with the ways such as factor analysis, regression analysis and description statistics. Moreover, this paper discusses the practicing to strengthen the competence of IPRs in Shenzhen, gives some suggestions to the other provinces and cities.According to the research, this paper draws the following conclusions. Firstly, competence of IPRs can improve the industrial competence and the regional competitiveness certainly. Secondly, we introduce the evaluation index for competence of IPRs in the regional and urban competitiveness evaluation system, improve and simplify the existing research and evaluation methods. Thirdly, the evaluation for competence of IPRs may provide support for the regions, which formulate the policy of regional sustainable development, and the experience of Shenzhen proved that the only way to sustain the competitive advantage is to form core competition through strengthening the innovations and the competence of IPRs.
