About Build Sichuan Membership Guarantee Agency Of The Study

Financing difficulty is always the bottleneck of developing the mid- and small-scale enterprise, but the rise of credit guarantee has been playing a more and more crucial role in solving this problem. The important influence it acting on the realistic economic activity is the reflecting of our national socialistic market economy rule. Nevertheless, along with the developing of mid- and small-scale enterprise credit guarantee industry, some deep-seated conflicts and problems has gradually appeared. For example, existing guarantee organizations are small in size and quantity. Their operation system is bad, which make them lack of ability on how to identify and control the risk while investing the big projects. So the banks don't rely on the guarantee organizations, which result in the gap between the needs of enterprises and the providing of financing guarantee services.Based on the above realistic problem, this paper discusses the theories and practical applications on a new form of credit guarantee―cooperative membership guarantee organization(CMGO). Through the experience of Zhejiang Province in developing the CMGO, we studied the rationality, essence and operational mechanism of CMGO from variety of dimensions, such us political environment, juristic environment and credit environment. As a result, this paper came up with a system of how to set up and perfect CMGO, which will help to solve the financing difficulties and be positive to the development of social economy in Sichuan.In the research, theoretical analysis and case study are integrated to help design a way on promoting the CMGO in Sichuan.This paper includes five chapters. The first chapter introduces the research background, goal and method.In the second chapter, the actuality of financing difficulty and the cause are discussed, base on which the great significance and necessity of promoting CMGO in Sichuan is discussed.The third chapter introduces the general knowledge of CMGO. Firstly, the concept and emergence condition are mentioned. Second, we introduce the domestic and oversea practice of CMGO. Then the management pattern and the characters of this kind of organization are summarized.The fourth chapter elaborates the case of CMGO practice in Zhejiang Province. We point out what part of Zhejiang experience can be used as reference, and also what's the advantage of developing the CMGO in Sichuan.Based on the above four chanter's discussion, the fifth chapter come up with some new idea about promoting CMGO in Sichuan. The paper points out the shortcomings of this new pattern, and then gives the solutions on how to perfect the CMGO pattern in Sichuan. In the last part, the paper provides a detailed process to put this pattern in practice.
