Accompanying with the successive improvement of the Market Economy of the Socialism, the recruitment system of Chinese state-owned enterprises have made great changes, which are gradually from administration mode to the modes of legal and contract systems. Meanwhile, the general adoption of the market principle of labor relationship has separated the wageworkers and the employing work unit being as the main bodies respectively, who will realize their own economic benefits through equal negotiations. As being the state-owned enterprise, the recruitment system of Telecom is still in alteration. The forms of recruitment are increasingly diversifying, and the important components of the human resource in the domestic Telecom are mainly consist of the labor contractors, whose rights and interests are infringed in different degrees while constantly creating the economic benefits for the enterprise.In such cases, exploring the standard management of these labor contractors possesses crucial meanings theoretically and practically, not only for protecting the rights and interests, also promoting the healthy and rapid development of the Telecom operators to achieve the harmony society. Along with the strategic transformation and the system revolution, the abuses in the structure collocating of the labor contractors are increasingly apparent. The redundancy of the traditional workers and the lack of creative labors baffle the transformation strategy of the enterprises. The recruitment system under the planned economy still exists, the contract concept is not yet deep in their minds, the relating laws and regulations of the country can not be executed strictly, the dual-identity still exists, the same position but different income, the rights and interests can not be protected. These entire phenomenon above make the disordered labor relationship, so various labor dissensions and contrasts are inevitably occurred.Being supported by the theories of the labor recruitment, and analyzing the recruitment systems of the domestic Telecom operators, this thesis points out the problems and the reasons occurred in using vast employment of the labor contractors in Telecom operators, and gives out some corresponding suggestions and Countermeasures.Aiming at the problems existing in the labor contractors in Telecom operators, this thesis raises some Countermeasures and suggestions for the standard management in the end, which point out it should execute the labor laws and regulations comprehensively, standardize the management of the labor contractors by legal contracts, and manage one's behaviors by the laws of the market economy. Only these can assure the legal rights and interests of the labor contractors and enhance their sense of agreement and loyalty to the enterprises; fully recognizing the essential meaning of the system of tri-sides negotiation, participating and following the principle of "equality, free will, negotiation to consistent" and to realize the goal of new recruitment system, namely, "market accommodating the needs and supplies, all the labors managed by contracts, standardizing the labor behaviors, harmonizing the labor relationship'; contemporarily, in the process of the management control, it should build up the enterprise culture which are based on the harmony labor relationship, enforce the democracy management and entitle them the relating position and treatment. Besides, it should keep to the principles of "people oriented", "Pointing people by abilities" and offer the labor contractors a space for the ability performance and development, so as to achieve the harmony realization of the interests of both labors and enterprises.
