From2003, the term " recruitment difficulties " has been frequently seen in the media. Since then, the "migrant worker shortage","labor shortage","recruitment difficulties" always occurs during the turn of every year. Meanwhile, the discussion about "recruitment difficult" has never been stopped. In2010and2011,"recruitment difficulties" re-appeared, but seems to be appeared a little different. Does "recruitment difficulties" really exist in China? If it does, how widely? Seasonal or long-term? Ordos, the rapidly developing small city, is also facing this phenomenon. By analyzing the reasons of "recruitment difficulties" and discussing the functional role of labor security supervision, this paper attempts to explain how the labor security supervision department solves the "recruitment difficulties" of Ordos City, through which not only to safeguard the labor's lawful rights/interests and protect enterprises' normal development, but also to build a harmonious labor relations and social relations. At the same time, several successful cases of "recruitment difficulties" point out the operability about how the labor security supervision solves the "recruitment difficulties" and protects workers' rights and interests, then ways and measures to be summarized.In addition to the introduction, the paper describes the labor security supervision's rule and influence in addressing the enterprises' "recruitment difficulties", with four parts. The first part starts from the definition of labor security supervision and "recruitment difficulties ("recruitment difficulties" means the phenomenon of migrant workers shortage, which first appeared in some southern major cities, especially during the Spring Festival."Migrant workers shortage "includes both a general worker shortage and skilled worker shortage. No matter which type, the characteristics of the "shortage" can be summarized as a structural shortage), to explain the "recruitment difficulties" status and to analyze the reasons, laying a hint to illustrate the labor security supervision's duty is to safeguard the workers'interests and to solve the labor shortage. The second part describes the labor security supervision's role in safeguarding workers'rights and solving the recruitment difficulties. The emergence of "recruitment difficulties" helps to protect workers'rights and to promote the labor security supervision. Learning from Xinjiang, coastal areas, Shandong and others'advanced experiences and solutions of "recruitment difficulties, the third part points out what can be referred by Ordos'labor security supervision. In the fourth part, specific ways and measures are raised about how to solve "recruitment difficulties", from the system, means, and methods analysis point of view.
