Central Plains, The Rise Of A Number Of Issues And Countermeasures

Through study of the basic meaning and background for the rise of Henan province and analysis of the unique advantages of Henan province in contrast with its five neighbouring provinces in central China, the author is trying to prove that Henan province is advanced in economic output, industrial foundation, position, population, resources as well as development potential among the 6 central provinces and will hopefully takes the lead to realize the rise of central China and serve as a pioneer in the development of middle-west area.Through review and reference of some related policies and countermeasures issued by the state and the province respectively about the rise of central China and the rise of Henan, the author analyzes and lists the cause and effect of the problems encountered in the rise of Henan province.The main problems are as follows: excessive stress on the priority of industry development make the agricultural foundation weak, and the increase of grain production and farmer's income difficult; eager acceleration of the economical growth with the problems of low leveled economic structure unsolved results in the extensive mode of economical growth, heavy resources environment pressure, as well as tough mission on energy conservation and pollution reduction;over emphasis on the development of the city group in central China enlarges the city-country disparity in remote area, and the region economy development is uncoordinated, the urbanization falls greatly behind the industrialization; the issues of economic environment optimization are not well solved, the degree of opening up is not high, the marketing level is relatively low; the technical investment is still very weak, science and technology competitive ability is not strong, the superiority industry is not outstanding, and the state-owned enterprises lack vigor.In attempt to provide some experiences and reference for the rise of Henan, the author also summarizes the policies and measures adopted respectively by other five neighbouring provinces in the rise of central Chinas, as well as some useful experience of western developed country about region economy development policies.Finally, based on the above analysis and reference, the author proposes the following countermeasures for the promotion of the rise in Henan: (1) develop the modern agriculture, greatly promote the new socialistm rural reconstruction; (2) accelerate the development of city group and the construction of industrial colony, and speed up the industrialization in Henan province; (3) strengthen the construction of energy base, raw material base, modern equipment manufacture base and high-tech industry base, promote the industry structure optimization; (4)make efforts to develop the circulation economy, establish the resources environment development compensation mechanism, construct the environment friendly society; (5) take the economical gradient shift opportunity, realizes the rise of Henan;(6) intensify the independent innovation, construct Henan into an innovation-oriented province.
