A Study On The Government 's Function In The Development Of Tourism Resources In Ningxia

Located in the northwest of China, Ningxia is the only Hui Autonomous Region on the provincial level. Having rich natural resources and long history, the development of tourism resources enjoys exceptional advantages. In recent years, with the national policy support for economic development in Ningxia, such as setting up a comprehensive bonded zone and inland open city as well as annual China (Ningxia) International Investment&Trade Fair and China-Arab States Economics and Trade Forum since2008, a plenty of Arab merchants have been attracted. There are also annual Desert&Yellow River International Tourism Festival, Stone Tourism Festival and so forth, which have brought numerous domestic tourists. Therefore, the speed of the development of tourism in Ningxia has increased at a phenomenal rate. The cornerstone of tourist industry is the tourism resources in a region. The exploitation of tourism resources has played a vital role in the development of a region’s tourism market. However, due to the geographical environment and economic development level, the exploitation of tourism resources in Ningxia is bound to need government support that can promote the exploitation of tourism resources and rapid development of economy in Ningxia.Taking public goods supply theory, government intervention theory and sustainable development theory as the theoretical basis, this paper makes a case study on the government functions in the exploitation of tourism resource in Ningxia. Firstly the types and characteristics of the tourism resources in Ningxia are summarized and then there is an analysis on the present situation of the development of tourism resources in Ningxia, in which some deficiency in the exploitation of tourism resources are found and several problems are put forward. Then aiming at the problems arising from the exploitation of tourism resources in Ningxia, the local government functions are defined and the manifestation and reasons of the lack of local government functions in Ningxia are analyzed. Finally this paper puts forward some recommendation related to the government functions in the exploitation of tourism resources in Ningxia, which insist on the government-oriented development strategy, the transformation government function, accurate positioning of the governmental role and intensified training of policy makers in the exploitation of tourism resources. Government should vigorously implement tourism promotion, broaden the financing channels and pay attention to the cultivation of the talent team, which can finally promote the healthy and sustainable development of the exploitation of tourism resource in Ningxia.
