During the development and management of the human resource, one of basic work is performance. It is an important way to encourage the employee and the manager. And only the appropriate promotion can excite the employee's initiative throng the proper inspiration. The result of the motivation, initiative and creative of employee is decided by impartial performance management and proper encourage which coming from the enterprise.The thesis discuss the meaning and purpose of performance and explain the conception of key performance index and the importance in the performance work, it show the realistic meaning for the performance of employee. It use enhanced balanced score card(BSC)to manage KPI. Through using BSC to manage KPI, the KPI can cover the four parts: financial, customer, internal process, learning & growth of enterprise. It is benefit to the sound development of the enterprise.Taking one of the regional mobile companies of Yunnan Mobile Corporation as an example. The paper depicted the meaning, procedures and methods of constructing the performance management system of the regional mobile company, the systemic optimization and improvement of it, the noticeable items and key points when implementing it are also discussed in the paper. With the help of analysis of a true case, the paper summarizes the model and process of constructing the performance management system by the regional mobile company, which would provide experiences and model to help more regional mobile company to constructing the performance management of their own.
