Civil-run Economy has become one of the most important factors and still at fast pace in China since it has developed for 20 years. But simultaneously there appeared various problems that are erecting barriers to its development such as talents transferring, which is one of the focuses and sensations in enterprises and academy. It is of significance and meaningfulness to take a further research on the problem. Analyzing the situation and side effects of talents transferring in civil-run enterprises, the reasons are theoretically explored in this thesis from individuals, environment, and enterprise based on the differences between individuals, and their requirements and characters. Moreover, supervising the venture of talents transferring in civil-run enterprises, two strategies are proposed: one is to take effective measures to prevent, the other is to control the loss to the lowest point if happened. |
