Institutional Innovation, Sustainable Use Of Natural Resources

Natural resources are material basis for social economic growth and sustainable development. With growth of population and expanse of scope human utilizing natural resources, the scarcity of natural resources looms increasingly. Facing this global problem, going out resource dilemma becomes common theme by scholars from environment economics and welfare economics. In this paper, I mainly concern about sustainable utilization for natural resources and research the institutional renovation of this process theoretically and practically.Since 20's last century, scholars from home and abroad have studied mainly focus in how to promote utilizing efficiency and how to reduce pollution caused by this. Referring to institutional research mainly is taxation system and property rights. Basing on other's research fruit, this paper makes NIE as basic analysis tools; exerts mathematical model's object function relationship to set forth the request for institutional renovation to unsustainable phenomenon in utilization of natural resources, and discusses deeply the institutional sustain needed by utilization natural resources from formal and informal institutional restriction. The conclusion of this paper is: unsustainable utilization to natural resources roots in human's preference for economic growth, but they neglect establish a restrictive institution to prevent excessive exploitation to natural resources. Lack of institution is the root of abuse. So, this paper sets out from relationship between natural resources and institution, uses institution method to study institutional path and institutional arrangement to sustainable utilization for natural resources. At the same time, this paper propositions a strategic reflection for institutional basis for natural resources utilization of our country.The value of this paper exists in which, finds development and shortcoming of this field by systematic trimming and induction to related research literatures. As a new analytical tool, the theory of institution has important theoretic and realistic meanings for study of natural resources utilization. Hereby, this paper brings this into basic frame for utilization of natural resources and explores actively in institutional renovation.
