China economy is facing the new propelling force and pressure when entered WTO. The competition between the small and medium-sized enterprises will be promoted comprehensively, and this would be a stern challenge for each enterprise. The human takes one kind of most active element of production, and it always is the most important resources for enterprises. Nowadays, with rapid development of market economy, Enterprise's competition in the final analysis is talented person's competition. Regarding our country's small and medium-sized enterprise, the best way for them to succeed from the new environment is to strengthen and complete the incentive system.The article has analyzed the, incentive concept, and the meaning of incentive system in small and medium-sized technical enterprise. Take Tianjin GeoDigi Technology Co.,Ltd as the example, analyzed the existing problem of its incentive system. As the high technology enterprise, the knowledge staff is the core representing of its competitive ability. Therefore, the article has also made the proof on the knowledge staff, how to use the knowledge staff reasonably, how to drive thestaff to develop their creativity maximum and effectively in order to enhance the competitive ability of the enterprise. On basis of analysis and summary, the management incentive strategy, incentive model and implementation plan were proposed.
