The water supply enterprise is a national public utilitiy enterprise. For it is a public welfare and monopoly company, it has used the traditional state-owned enterprise management system all the time. The human resources management has many prominent problems: The superfluous personnel serious, management backwardness, the drive quick-witted not perfect, the low labor efficiency and so on. The society calls for breaking the monopoly, improving service. In addition, the water supply enterprise market will enter massive external capitals .Therefore, the water supply enterprise must carry on the human resources reform and raise own management level.The article studies the human resources situation and its practice of Changsha Water Supply Enterprise during recent years. Through the quantitative analysis, the qualitative analysis unifies, the paper analyzes the problems and the experience lessons which Changsha Water Supply Enterprise faces in the process of human resources reform, and makes efforts to establish a management pattern which suit the water supply enterprise characteristic .The article proposes "the staff participation in the operator high level choice", "the achievements yearly salary system", "the management, the technical duty double track system" and so on .These new mentalities will pour the new vigor into the Water Supply Enterprise's human resources reform.This article has six chapters: The first chapter is an introduction, which elaborates the human resources management research tendency and the practice and introduced the background,the goal and significance of the thesis. The second chapter enumerates the theories of human resources management. The third chapter describes the present human resources management situation of the Changsha Water Supply Enterprise. The fourth chapter analyzes the human resources management problems which exist in the Changsha Water Supply Enterprise. The fifth chapter provides the human resources reform plan of the Changsha Water Supply Enterprise. The plan bases on the organizational structure adjustment, the competition posts, salary and achievements inspection to make the Changsha Water Supply Enterprise human resources management reform be successful. The sixth chapter describes the result and the forecast of the Changsha Water Supply Enterprise's human resources reform.As a result of water supply enterprise's particularity, the research of the aspect is few in own country.It brought many difficulties for this research, because the time and my level is limited. I hope that anyone points out my mistakes.
