With the development of society, the crisis of water resources is more outstanding. Strengthening the rational allocation of water resources, taking the road to sustainable development becomes mankind's inevitable choice. For this reason, this text regards sustainable development as basic guidelines. According to fuzzy mathematics, game theory, hereditary algorithm and other mathematics theory, and combining the system engineering theory, the rational allocation of water resources in a region based on the sustainable development is studied systematically from utilizing potentiality, initial allocation, model of rational allocation and appraisal of scheme in this dissertation.Firstly, the research tendency about the rational allocation of water resources is expounded, on the base of summarizing the existing research results of the domestic and overseas.Secondly, analyzing the concept, parts of water resources and water using quantity of ecological environment, the expression of water quality and quantity is put forward according to the need of the living, the industry, the agriculture and the ecological environment. Amount usable of water resources in a region is studied and the potential evaluation model of water resources in a region is established.Thirdly, the allocation mechanism is researched in all from the angle of the characteristics of time development, goal tolerance, law of value and the benefit of unit water resources supplied. The theory on the rational allocation of water resources about the supply according to the need, the need according to the supply, the development of water resources is developed with regional economy in harmony and the rational allocation of water resources based on the sustainable development is analyzed in game theory.Fourthly, from the definition of rational allocation of water resources in a region, water resources in a region is divided into five kinds of states in terms of water supply ability, carrying on the supply and demand of water yield of water quality and analyzing. The rational allocation model of water quality and quantity in a region is established and the practicable method of two steps for the model is presented based on hereditary algorithm.Fifthly, defining the scheme comprehensively appraisal system of water resources allocation in a region, the general appraisal index system is proposed and the schemes are optimized by using a fuzzy pattern-recognition crossover iteration method on POME,which gives the objective weight and the relative membership degree of alternative at the same time.The sensitivity of weight of the model and non- bad scheme degree that it may be close that it is big or small to be under the jurisdiction of degree is analyzed further.Sixthly, the model of rational allocation for water resources in a region and the scheme comprehensively appraisal system is applied to Linhai city, Zhejiang province.The schemes of rational allocation for water resources on condition of 75% rainfall guaranteed rate water demand level in 2010, 2020 and 2030 are obtained and analyzed.Lastly, combining the theory and the application research results, the conclusion and the questions need to be studied deeply are presented.
