Analysis Of Sino-Russian Energy Cooperation Under The Framework Of “One Belt, One Road”

With the deepening of economic globalization,the world's political and economic uncertainties have been increasing,manifested in: the intensification of international capital and exchange rate fluctuations,the deep-seated structural contradictions of some major countries,and the aftermath of the European debt crisis and the crisis in Syria and Ukraine.Based on such a complicated international situation,it is even more necessary for the international community to reach a consensus on interconnection and mutual benefits.The proposal of the “One Belt and One Road” initiative is precisely a coincidence point of cooperation.Its favorable economic and cultural policies and an equal and inclusive cooperation platform provide a more favorable environment for the deepening of Sino-Russian energy cooperation.In the face of continued rapid economic development,China has become the world's largest energy consumer,and broadening the diversification of energy imports has become an inevitable trend.As a land neighboring country of China,Russia is currently in a relatively good period of historical relations with China.Russia's unique geographical advantages and abundant energy resources provide possibilities for Sino-Russian energy cooperation.In recent years,Russia ' s economic development in a depressed state requires China ' s development.Internationally,the development of mature technologies such as high-speed railways,aerospace,and computers is being increasingly supported in order to re-enter the blood for the country's economic development and achieve the goal of revitalizing the country's economy.Therefore,Russia's cooperation with China's energy will naturally change from the possibility to reality,and it will increasingly become a complementary and important partnership for win-win cooperation.In May 2015,the heads of state of China and Russia jointly signed the Joint Statement of the People's Republic of China and the Russian Federation on the Cooperation of the Silk Road Economic Belt and the Construction of the Eurasian Economic Union.This strategy is bound to accelerate the integration of energy between China and Russia.Internal cooperation has accelerated the pace of regional integration.Under the background of "One Belt,One Road",this paper reviews the development of energy cooperation between China and Russia by expounding the concept of "Belt and Road",combining the theories of regional economic integration,mutual cooperation and geopolitics,pointing out that the "Belt and Road".The basic conditions for energy cooperation under the framework are compared and illustrated with comments on the status of energy cooperation before and after the “One Belt and One Road” against the analysis and characteristics of major energy cooperations such as oil,natural gas and coal.However,due to the complex bilateral and polygonal potentials,the energy cooperation between China and Russia is fruitful,but there are also a series of problems.In response to these problems,as well as the development trend and goal of future energy cooperation between China and Russia,and better mechanism construction and mode selection,this paper also tentatively put forward some corresponding policy suggestions for the future of China-Russia energy cooperation towards a more benign.In the direction of development and work together to create a new situation in energy cooperation to make modest efforts.
