China is a great power of natural resources. Resource cities take a large proportion in urban system, which grew or developed due to the natural resources. For long time, the resource cities, as the main supply bases of the fundamental energy and important materials, play the important roles in the national economy and social development. However, under the effect of the continuous reduction and even exhaustion of resources and the industrial and urban development laws, the resource cities must go through the process of rising to decline and to reform or death. The resource-exhausted-city is a stage in the process of development of the resource city. According to the statistics of the National Development and Reform Commission, there are 118 resource cities taking coal and nonferrous metal, etc. as the main part in our country, of which there are 44 resource-exhausted cities, distributed in 20 provinces. With the sharp cutoff of natural resources, there are a series of questions turn up in resource-exhausted cities, such as economic recession, environmental deterioration, unbalance of inchoate industry structure and so on, which restraint development of cities. Economic transition is the inevitable choice for resource- exhausted cities getting rid of difficult position and achieving sustainable development.This article is established in economic transition of resource-exhausted cities and based on regional economics and urban economics. The analysis method used in this research paper is the combination of both normative analysis and empirical research. Above all, it sums up the research of the former and analyses the fundamental theory of resource-exhausted cities and the transition. Then explains the optimize choice of time and mode of economic transition with the foreign experience. In the end, it deeply analyses a typical mining city, Zaozhuang and puts forward some thoughts and suggestion as a mirror for other cities.
