Chinese firms still go into competition alone in the market and the solitary competition mainly in the field of assembly neither resulted in the solid progress of links,such as R&D ,marketing and others, nor each company at every link of value chain cooperatively marching into the market.The theory of the value chain has brought the thought of the management a new reform. It emphasizes to optimize and integrate diverse resources including the internal resources and external resources and form a coalition benefiting for each other through the supplier and the customer. The thought of the value chain can help the enterprise build a core of long-term competitive advantage.We divide the enterprise's Value Chain into three strategically connected links, they are upriver chain value , internal chain value , downriver chain value. We measured the Key Success Factors in each link, thus established a Strategic Performance Measurement System. Using this System will help a enterprise distinguish the competitive advantages and disadvantages in each link, thus helps the enterprise improve its Value Chain accordingly, and make strategy that will help it gain competitive advantage.The dissertation includes six chapters.This dissertation begins with the introductions of what the selection of the subject is based on, the position of this study and the thinking of this study.In chapter two , we introduce the development and evaluation of the enterprise performance evaluation. we analyze international evaluation methods of enterprise performances and the State-owned Capital Effect Evaluation .Based on the comparative analyses, which are significant for the establishment of the enterprise performance evaluation index system frame.In chapter three, we present basic definitions, and show the importance of value chain research, we would see that the systematic is becoming increasingly important, it would be far from enough if a firm just had efficiency in production, one has to gain competencies in the field of R&D ,marketing and other links of value chain. Then is the discussion of the KSFs of each link of the Value Chain and the Value Chain model of this dissertation.Chapter Four is about the construction of the Performance Evaluation System. This part firstly analyzes the quality principle and the concrete principle for the index system. The Performance evaluation indexes is raised, and their influences on the strategic advantage and function is somehow deeply explored.In Chapter five ,we put forward comprehensive evaluation model, which based on Delphi and AHP .This model is not only more systemic, but also can analysis the result of the Performance of value chain in whole . It can find the aspects which need improve.The last chapter is the limitation of this article and prospective of the future study.
