Research On China's Compensation Mechanism Of Resources Development During The Transition Of Resource-based Cities

The transition of resource-based cities is a completely complicated system and has no mature experiences to be referred so that it needs some theory guidance. In the current days, the theory and practice of resource-based cities transition is quite flourish; however, the compensation mechanism of resources development is insufficient. This paper analyzes the compensation mechanism of resources development, a key factor of resource-based cities transition, trying to find out the environment of resource-based cities, problems causes, and its form's important significance under its policy frame. At the same time, the author tries to put forward the effective proposal of resource-based cities transition.This paper is divided into seven parts: The first one is about preface, which is talking about the purpose and meaning of this paper, showing the definition of resource-based cities and, summarizing the relevant research on compensation mechanism of resources development and then putting forward the train of thought. The second part is about general introduction of China's resource-based cities transition, describing the status, exited problems and conditional factors and hindrance of resource-based cities transition and then introducing the compensation mechanism of resources development. The third part is about status on compensation mechanism of resources development, discussing its experiences and achievements and its problems of establishing this mechanism and so on. The fourth part is about other countries'reference of compensation mechanism of resources development, briefly reviewing the western countries'resource-based cities transition and studying theirs experiences and methods. The fifth part is about the thinking trait, main ideas and measures of the compensation mechanism of resources development, discussing its contents, basic routine, theory basis and specifying its main contents and concrete measures. The sixth part is about'perfecting the countermeasures of compensation mechanism of resources development'. Those countermeasures include compensation mechanism legal system, financial tax policy of resource-based sustainable development, the long-time compensation mechanism on resources development, the power of prospecting the resources, the principle of saving resources and resources compensation and so on and finally putting forward the relevant suggestions. The last part is epilogue, summarizing the whole thesis and putting forwarding the existed shortcomings.
