Mountain Tourism Resources In The Development Of Eco-compensation Mechanism

The study on the eco-compensation mechanism is a hotspot at home and abroad.The purpose of the study is to resolve the externalities problems existing in the research area of resources and environmental protection,so that the resources and environment can have a continue development and utilization,and also the economic development and the eology potection can enjoy a balance,and ultimately a sustainable development achieved.At the present time,the study on the eco-compensation mechanism primary focused on the area of arable land,forest,wetland and so on,but seldom referred to the tourism development.In our country,ZHANG Jinhe,ZHANG Jie and so on the first time took an analysis of touristic ecological footprint and eco-compensation of Jiuzhaigou in 2004.This thesis is based on the main four theory of Eco-Compensation,which refers to the theory of Public Products, externalities, ecological capital and performance and fairness.On the basis of the aggregate analysis of the theory of eco-compensation and practical experience for over half a century at home and abroad, combined with the environmental characteristics of the mountain land and the environmental problems during the development of tourism resources,this thesis puts forward the the necessity and probability of the eco-compensation mechanism for the development of tourism resources,and also the content of the framework and measures.During the analysis of the case of mountain Meng,this thesis definites the compensation criteria of the habitants of the community by introducing the concept of ecological footprint and analytical methods.Because of the development of tourism,the ecological footprint of the local residents are taken up by tourists, which brings the influence to bear on the environment,and this does injustice to the local residents to use the natural resources,so it's a realistic and practicable way to definite the reasonable compensation level througth the balance of the effience of ecological footprint between the tourists and local residents.After the compensation criteria has been definited,this thesis talks about the compensation object, subject, methods and so on.,then the system of eco-compensation is constructed,all of which make sure the factors are combined organically and the eco-compensation can be carried out smoothly. The most highlight achievement in this thesis is the quantitative analysis of compensation criteria of the local residents of Mt Meng by using the ecological footprint model.Through the analysis, returning farmland to forests or grassland makes the local residents lose about 2207.04×10~4 RMB,with which as the lowest compensation criteria,every family should receive the compensation money 7581RMB on average,as to 1685RMB per person on average; returning farmland to forests or grassland increase the recreation function,which values about 5519.45×10~4 RMB,with which as the highest compensation criteria, every family should receive the compensation money 18960RMB on average,as to 4213 RMB per person on average.This thesis chooses the balance of the effience of EF between the tourists and local residents as the reasonable compensation criteria,which refers to 11379RMB per family on average,so as to 2529RMB per person on average.
