Railway construction enterprises of our cotmtry face a lot ofdifficulties and restriction in the course of politics and economic system'sreformation deepen constantly. On one hand, efficiency and benefit arelow, management does not take effective measures, the brain drain isserious and the undertaking is developing slowly; On the other hand,manpower is unreasonable in resource distribution and cause the waste ofthe human resources. In the trend of economic globalization and the newsituation of China's market economy increasingly; the human resourcedevelopment and management in our railway construction enterprise willface new situations and new challenges. In a word, this research isnecessarily. The human resources development and management researchmost tended to be superficial in our railway construction enterprises.Starting from a theory and a develop process research of humanresource development and management, the paper analyze particularityof human resource development and management deeply in our railwayconstruction enterprises. Moreover, it analyze the prevailing problems ofhuman resource development and management, such as human-resourcesdevelopment and management concepts behind, the overall level ofhuman resources management, training system backward, serious braindrain, human resources irrational structure, incentive system inadequate,lack of rallying popular support enterprise culture and so on, and thereasons of problems.Then, the paper researches the internal relation between humanresources and enterprise competitive advantage as the theories foundationto provide human resource development and managed strategiccompetitive advantages. Firstly, it analyzes human resource as a source ofcompetitive advantage has identity characteristics, for example value,scarce nature and difficult mimicry, etc. Secondly, from human resourceplanning, human resources recruiting, training, performance management, incentive mechanism, corporate culture and other human resourcesmanagement functions, it discuss the role and impact of competitiveadvantage in the context of human resource development andmanagement.With prevailing problems of railway construction enterprises in thedevelopment of human resources and management, integrating researchconclusions of human resources development and management to create,acquire and maintain strategic competitive, the paper raised enterpriseshuman resources development and management improvement measures:changing concepts of human resources, playing the role of humanresources management, building a good human resources operationmechanism, enhancing human resources planning, building andimproving a mechanism for education and training, building aperformance assessment system, building market mechanisms forallocation of human resources, cultivating enterprise culture with strongcohesion.In the end, with a railway construction enterprise as the case,through the investigation and analysis of its human resources statecorrectly, probed into the achievements and the existing problem ofhuman resources development and management of this enterprise, anddesigned concrete improvement scheme to improve these problems for it.
