Entering 21st century, Chinese construction enterprises are faced with the social environment with dramatic changes: the rapid development of science and technology, the globalization of economy and new concussions of knowledge-based global economy. Especially after China joined in the WTO, Chinese construction enterprises are faced with fiercer competition from home and abroad. The competition of modern enterprises is the competition of talented people. Therefore, whether Chinese construction enterprises can adopt effective and strategic human resources management to enhance their competitive ability is the key point for them to face the concussion of knowledge-based economy and the fierce global competition and finally win the competitive superiority.At present, Chinese construction troops are in large numbers and in a low level of their overall qualities, which holds a long distance away from the requirement of enterprises' development. After China joined in WTO and melted in the international market, Chinese construction enterprises, especially the state-owned big construction enterprises expose their disadvantages of temporary shortage of different levels of construction troops, little knowledge, low level of overall qualities and lack of proper talented people. While foreign construction enterprises obviously have much technical superiority in many fields. They have reasonable mechanisms of employing talented people, and attracting a lot of excellent talented people in domestic enterprises to join in them with higher pays, which makes Chinese construction enterprises lack of talented people face rigor trial of losing talented people.This essay begins with the Chinese construction enterprises' plight, challenge and present condition of human resources management, and builds the research framework with the example of WJ construction enterprise, through literature reading, theory discussion and analysis of examples. Based on the theoretical framework, the essay expounds mainly from the following contents:First, to analyze the significance and object of the essay. To present the problems and way to solve the problems.Second, to expound the theoretical knowledge and to analyze in details strictly accord to the truth that theory is the guiding line of problem-solving. Third, to get to know the developing situation of the industry and the bottleneck of development; to analyze the external and internal environment according to the practical situation of the enterprise.Fourth, to analyze the quantity, quality and type of present human resources in the enterprise.Fifth, to predict the demand and supply of human resources with all kinds of effective, analytical tools, and to draw the conclusion of the plan of human resources in theenterprise.Sixth, to demonstrate the problems of human resources in the enterprise further.Seventh, plan the WJ construction enterprise respectively: recruiting plan, flowing plan, professional career plan, training plan, salary-promoting plan, organizing cultural activities plan, in order to effectively carry out the human resources plan in the enterprise.
