Research On Polycentric Governance Mode Of Health Care Product In Guangdong Province

In recent 20 years,health care product industry has developed rapidly and initially formed a scale in the market.At the same time,the regulatory capacity and system of health care product in China continuously improves.However,in recent years,there are many problems of health care products,which do harm to not only the personal safety and legitimate rights and interests of consumers,but also the good development of health care product industry.The imperfection of the regulatory mechanism is a serious hidden trouble behind the bright future of the health care product industry.Thus the writer takes health care product industry in Guangdong Province as the research object in this thesis,tries to construct a new supervision pattern of health care product and explores feasible path of polycentric governance.On the basis of the theory of polycentric governance and the systemic pectination of historical evolution of health care product supervision,according to the supervision contents and data in Guangdong Province from 2011 to 2015,after the analysis of the current situation of health care product supervision on the aspects of the production capacity inspection,testing capacity assessment,quality authorised person system research and technical review statistics of health care product production enterprises,as well as the special rectification of illegal additives in health care products,it points out the main problem of monocentric supervision pattern of health care product and constructs a healthcare product supervision system of Guangdong province based on polycentric governance.The basic conclusions are shown as follows:First of all,there are certain blind spots of supervision in single supervision and administration.The outstanding problems existing in the production,testing,and management system of the enterprises,found by the routine supervision and special supervision every year,have not been effectively solved.The disadvantages of monocentric governance pattern gradually appear,by which it is difficult to take multi-directional and effective control of the health care product industry.And finally,the polycentric governance system of health care products which is made up of regulators,health care product enterprises,the third sector and consumers and the new polycentric governance pattern with government leading,corporate self-regulation and social coordination,will effectively solve various supervision problems caused by rapid development of health care product industry and improve supervision efficiency.
