With the arrival of the era of knowledge-based economy, human resources management is facing a growing challenge. To move from the original to a higher level, we must further understand the relationship between the theory and practice of human resources management. The 3P model (Position, Performance, Payments) is basing on the Human Resource Management System model. Position analysis is based on human resources management. Scientifically carries onthe job analysis, not only can be clear about various posts work responsibility, but also is the basis of staff recruitment, performance management, salary assignment and staff training. Reasonable pay system will help enterprises to attract and retain capable personnel, and encourage staff to improve efficiency. An effective performance management system will help enterprises coordinate the allocation of resources and goals, Simultaneously, the performance appraisal and the use of the results can be used to urge employees to improve their own qualities and realizes the self- value.Based on researching the 3P theory and human resource management actuality of The Galaxy Power, this article raises an idea that we must construct The Galaxy Power human resources management system by the numbers. To ensure the scientific, practical, and reasonable quality of the system, I introduced the human resources management correlation theory, the pattern and the 3P system design principle, the method and the design content before the introduction about Galaxy Power human resources management system. Then a chapter of the report was devoted to introduce The Galaxy Power human resources management actuality, the existence main questions and the human resources management system design ideas. In Chapter 4, the article highlight the construction process and content of The Galaxy Power human resources management by making the introduction in detail about the three core part which are the job analysis, performance management, salary management. Finally, to assess the operating effect of the new system, the company showed a comparison of the old and new system.
