| Objective: Through investigating the operation of the "Two Nets of rural drug" in Hunan Province, mastering current situation of supervision and supply of rural drug use, and evaluating the effect of the "Two Nets", some scientific advise is provided for decision-making on administration of rural drug.Methods: The construction of the "Two Nets" in rural areas of 14 cities in Hunan Province in the last 3 years was investigated via sample survey and census. The questionnaire was designed on our own, and the database was established with EPIDATA which was inputted by two workers and analyzed after being trimed and checked. Data from census was directly analyzed, while statistic description and statistic inference was made as for data of sample survey, including descriptive statistics, chi-square test, paired t-test, ANOVA, etc. In the end, filtrate the indexes according to literature excellent select and system analysis, weight the indexes according to experience, and synthetically evaluate the status of the "Two Nets" in 14 cities by Rank Sum Ratio Method.Results: The construction of the "Two Nets" in rural areas was consummated year by year. In the first place, from the year of 2004 to 2006, the coverage of medicine supervision network was 87.6%, 95.3% and 97.8% respectively, the coverage of medicine retail supervision was 94.4%, 95.9%, and 97.4% respectively. At the same time, the efficiency rate of prosecution of assistant-administrator and information officer also increased yearly from 2004 to 2006, which was 64.23％, 68.63 and 72.17% respectively.Secondly, the status of medicine supply network in rural areas has been improved and the quality of medicine is guaranteed. From 2004 to 2006, the eligible rate of western and Chinese traditional medicine was 95.2%, 96.2% and 96.8% respectively; and that of Chinese traditional drinking medicament was 94%, 95.9% and 96% respectively. The eligible rate of medicine spot-checking in the country has raised up to twenty perceats, compared with 2003 when the "Two Nets" was not founded.Thirdly, it's more convenient for people in the country to receive drug service. Since the "Two Nets" has developed, there are more and more new drug stores; and from 2004 to 2006, the number of individual retail drug stores was 7475, 8377 and 9201 respectively.Fourthly, drug price has been brought down. From 2004 to 2006, the percentage of villages to which drugs are accordantly delivered was 74.4%, 82% and 90.6% respectively. By comparison between the status before and after the development of the "Two Nets", drug retail price of many districts in our province does have statistic significance, with drug retail price going down after the "Two Nets" has been developed. Results of synthetical evaluation by Rank Sum Ratio Method showed that, in a view of the last 3 years, the effect of "Two Nets" was better in Xiangtan city and Yongzhou city, while relatively bad in Huaihua, Xiangxi, Chenzhou, Zhangjiajie and Hengyang, and the rest were all on medium level.Conclusions: 1. After the "Two Nets" has been developed, the coverage of supervision and accordantly drug delivery is increasing year by year, which has achieved 100% in many districts till mow; prosecution rate of assistant-administrator and information officer is also on a rise; the coverage of drug retail supervision is rising; it has becomes much more convenient for fellows in the country to receive drug service, and more favorable to improve drug quality. 2. The eligible rate of western and Chinese traditional drug is increasing, and in many districts that has achieved 95%; drug price decreased, and compared with drug price in 2003, that in 2006 descended by 18.89%. 3. According to present comprehensive evaluating effects, the effect of "Two Nets" is better in Xiangtan and Yongzhou, while not so good in Huaihua, Xiangxi, Chenzhou, Zhangjiajie and Hengyang, and the rest are at medium level. |
