Yanbian Town Endowment Insurance System And Countermeasures

The beginning of China's Social Security System Reform was very late, and it has been one of factors which restricted the development of national economy. With the Reform and Opening-up, and the establishment of Socialist Market Economy System, the Social Security System Reform has become important content of Socialist Market Economy System Reform. However, in the Social Security System, the Pension Insurance is the most widely concerned, the most largely funded, and the most greatly affected insurance system. Thus, the reasonable Social Security System can be embodied, to a great extent, on the rationality of Pension Insurance System. Because of this, the perfection of the Pension Insurance System has become the main task of the whole Social Security System. Jilin province has been listed as one of the experimental provinces in China and Yanbian, as a experimental area of Jilin province, must re-examine the development and reform of Pension Insurance System at home and abroad. Only in this way, Yanbian can provide its experience and decision basis to the healthy perfection of Pension Insurance System of Jilin province, or even to other minority regions.The Pension Insurance System has experienced decades of different development periods, and it has made great contributions to the economy and social stability of Yanbian. But with the aging population, implicit pension debt, and lag of fund operation mechanism, there are a series of problems, such as narrow coverage of Pension Insurance in the Non-state-owned Economy Units, high burden coefficient of insured staffers, significant gap of revenue and expenditure, relative singleness of insurance mode and lag of socialized management service.This paper analyzed the history and quo status of Yanbian Urban Pension Insurance System based on the basic theory of Pension Insurance System and the practical experiences of Pension Insurance System at home and abroad for the problems exist in the Yanbian Urban Pension Insurance System. Then, it proposed the effective countermeasure and suggestion to the further coverage enlargement of Pension Insurance, the gradual prolongation of retiring age, the enhancement of raising and managing Pension Insurance Fund, and the strength of community organization building.
