In the 21st Century, the human beings have entered an era of completely new economy dictated by knowledge. In this age of fast development, human resources management has become an important core technical ability of an enterprise. After joining WTO with a speedy process of globalization of China's finance, our country's banking faces a very serious challenge in its human resources management. China's banking industry will soon be completely open, which will make it inevitable for our country's banking industry being pounded by foreign banks. M Bank has undergone quite a few years of development and carried out the shareholding system reform. However, each staff member of M Bank H Branch has to sober-mindedly realize that, when compared with others in the same business and same department, such problems as the poor comprehensive quality of some of our staff members and the low per capita efficiency have become the "bottleneck" of our further development. How we will improve the development and management of human resources, how we will rapidly enhance the comprehensive quality of our staff members, and how we can turn productive forces into the practical productive forces, all this has become the problem in front of us that must be solved with no delay.Therefore, in order to summarize the methods by which to solve all these problems, the author tries to make some comparison and analysis on the problems in the past, on the tactics of management reform at the current period, and on the management strategy in the future, concerning human resources management in M Bank H Branch. The purpose of doing so is to promote some constant progress in human resources management in our bank. The frame is as follows:First of all, it expounds some theoretical survey of human resources management. Questions are raised based upon the task and function of human resources management. The essay analyzes the development process and development environment of human resources management in a commercial bank.Then, with the current situation of management in M Bank H Branch in mind, it raises the problems that exist in human resource management in the H Branch with an emphasis on exploring the reasons why such problems exist.Next, based upon the management model, it puts forward a "People Oriented" general thinking on human resources management in the H Branch. Still next, it focuses its analysis on the relatively scientific performance management and staff training systems that have set up in M Bank H Branch. It provides examples to illustrate the application of the performance management, and analyzes the relationship between the establishment of the in-depth enterprise culture and the performance evaluation. At the same time, the author bases himself on the mainline of incentives to expound how to effectively use incentives of staff to enhance the enterprise efficiency in the reform of human resources management in the bank. The essay emphasizes that attention must be given to the role of the key staff members with a clear-cut reward and penalty policy to establish an effective incentive mechanism.
