Qian Feng Group, formerly the state-owned Qian Feng Radio Measuring Instrument Equipment Plant established at the beginning of 1958, is a state-owned large-scale military key enterprise designed and built by our country. In the 1980's, the group has been transformed from military to civil use by means of involving the production of gas appliance. After the completion of successively planned economy, joint-stock system transformation, assets restructuring, overall change and strategy modification, it has developed into a Group who possesses six holding companies, 3 companies and 2 first level departments. In 2001, Qian Feng Group executed the overall reform and rebuilt a joint-stock enterprise invested by all staff of the company, formed the board meeting and the management organizations in accordance with the Company Law. And the Group afterwards carried on a series of management and administration reform and found out a way of developing the enterprise.But, at the 50th anniversary celebration, Qing Feng Group's decision-making strata also sees their own insufficiency: The bottleneck condition, the contradiction between multiplex development and the industrial scale investment, the negative affects to market development brought by uncertainty of the brand localization and the strategic plan etc. How to grow soundly in the next 50 years under the market economy is a urgent question that the Qian Feng person should face.As the secretary of board of directors of Qian Feng Group, and the deputy general manager of Qian Feng industry and trade company, the author has participated Qian Feng's property reorganization, group system change and on the significant transformation, and together with the management of the group, I has planned, organized and implemented the reform of management and administration, therefore I has deep feelings about the difficulties existing in the group.From the analysis of the enterprise's internal and extornel environment, standing on the construction of the enterprise's development frame, on the base of overcoming the above mentioned questions, the article proposed to the enterprise whole development strategy and the industry development strategy suggestion. Makes every effort through the deepened reform, on the base of earnest conformity existing industry, take strengthens the product management as the foundation, completes the brand localization and the strategic localization; Reconstructs the enterprise's development platform through the product management, property management and capital management; On the basis of"do fine, do strong"to develop rapidly and to practically realize the second undertaking of the enterprise.
