Comprehensive competitiveness of state-owned enterprises, refers to ,in the condition of the market economy, state-owned enterprises sustained profitability and long-termēš„development capacity.China is a socialist country. Under this social system, for a long time, China practices the economic system that public ownership is the mainstay. Before the 1980s during the last century, the public-ownership economy accounted for 90% of the national economy. This public ownership economy has had a profound impact on China's economy, politics and culture. It affects people's ideas, thinking ways and behavior habit, and affects the operating mechanism, management model and culture of the enterprises.State-owned enterprises are the main form of public-ownership economy and units of accomplishment. For decades, they have made a great contribution to China's economic construction, national defense and social progress. Today, in China's national economy, state-owned enterprises still play an important role. State-owned enterprises are playing a supporting role particularly in the fields involving national security, social stability and strategic resource development, core technology innovation etc. However, as China's economic reform is going further, the process of economic globalization is accelerating, domestic and abroad circumstance has undergone a profound change. The strategy of state-owned enterprises, internal structure, corporate culture, and administration mode has showed some inadaptability. It has seriously hampered the competitiveness, profitability and even survival of enterprises. Therefore, it is important and urgent to manage state-owned enterprises well.In this paper, the author attempts to make a deep study and analysis about state-owned enterprises, so as to explore ways to reconstruct comprehensive competitiveness of state-owned enterprises, to offer the people concerned to refer to, through eight problems which state-owned enterprises have: corporate management structure, development strategies and strategic management, leadership, organizational structures and management model of enterprises, human resources and incentive pay, innovation capacity establishment, marketing and product development, construction of corporation culture.
