China's Economic Transformation In The Efficiency Loss Of Monopoly And Its Regulation

Mainstream economical views believed that monopoly is the most important factor that obstruct market competition. By 1978's reforming, our country has built a kind of market moving system which adapt Chinese condition. However, with Chinese economical transition and market's going step further opening after entering into WTO, the system began to reveal many kinds of defects, and the monopoly problems based on the system is becoming outstanding. SO whether Chinese monopoly problems, especially the executive monopoly problems, can be solved appropriately decides whether Chinese economical transition can succeed. For this aim, this paper arranges the development of western country'sregulation, and analyses the particularities, contributing factors, characteristic and harmfulness of Chinese economical transition time's monopoly, and go step further to research the efficiency losing problems of monopoly, and give some suggestions of how to regulate the Chinese monopoly problems by using for foreign regulating experiences. The concrete content is followed. The first chapter is introductory. In this chapter I have analyzed the aiming background and researching meaning from the angle of practical background and theory background, and expound the researching thinking, researching ways and main researching content, at last I give the frame scheme of this paper. In the second chapter I have analyzed the normal ways of governmental regulation. At first I have introduced the development of western country's regulation theory, then researched the boundary problem between government and market, at last I introduced the governmental regulation development of USA and japan. The third chapter is the base part of the paper. For classifying the monopoly to nature monopoly and executive monopoly, I have introduced the contributing factors, characteristic and harmfulness of the two kinds of monopoly. The forth chapter is the most important part of this paper. In front I have analyzed the efficiency losing of normal monopoly, then I have analyzed the efficiency losing of nature monopoly and executive monopoly, and research how to get efficient regulation by researching the way and quantity of efficiency losing. The fifth chapter is the suggestion part of this paper, on the base of the third chapter and the forth chapter, I have given some suggestion of how to regulate nature monopoly and executive monopoly. The sixth chapter is the conclusion of the paper. I give the summarize of this paper, and give the problems which are mentioned but not researched in the paper.
