The theoretical problems, which are concerned about the necessary, the urgency and the importance of the non-public economy, have been solved and comfirmed through a series of files made by the Party Central Committee. The non-public economy has become the extremely important part of our socialist market economy. However, so far the problem of exploitation related to the non-public economy has not been solved well yet. It has the importance significance to analyze and deal with the problem of exploitation scientifically for constructing the win-win cooperative relationship between the socialist new labour and the capital, protecting the benefits of the labourers, pushing forward the lasting healthy development of the non-public economy, and building a fair and harmonious order of the socialistic economy. From the point of multi-dimensions, such as property right, economics and ethics, this paper anlyzed the legality, the reasonableness and the necessity of the exploitation, as well as the rules of the exploitation's quantity. And the author also points out that the phenomena of exploitation is the inevitable stage of the natural history process which is indepentdent of human will. Meanwhile, according to our national cxonditions, it is the historical chioce of the primary stage of our socialism to emphasize the greatly improvement of the non-public economy and permit the exploitation. The non-public economy has both positive and negative aspects, but the positive one surpasses the negative one. The right ways to play its positive role and restain its negative one are: first, to adjust the ethics relationship between the labour and the capcity; second, to increase the macroeconomic controls on the primary allocation of the non-public enterprises. At last, the paper emphasizes the glory of laboring, acquiring wealth, pioneering an enterprise and having the capital.
