Recent years, outbound travel of China has been made great progress. We face both challenges and chances from the great booming of outbound travel, such as revaluation of RMB, and the entering of foreign capital travel agency. How to seize this great chance to develop and lead this new market is the key task faced by domestic tourism administration and enterprises.This paper tried to build a model reflecting outbound travel decision and its affecting factors on the basis of summary of both abroad and domestic tourism decision research, and advocated through real ediagnosis with data from Jiangsu Lukou international airport, discussing the affects on outbound travel decision from the points of consumer attitude, product and environment .The object of this paper is the outbound tourists of Jiangsu province(including potential tourists). It gives suggestions to travel agency and the making of tourism policy .This paper researched the decision behavior of citizen's outbound travel from a micro point for the first time, it certified that the main outbound travelers of Jiangsu province is people aged in 40--60, with an income of 2500-5000yuan/month and 5000-10000yuan/month. And it points out that income and preference decide the decision together. This paper has filled up this domestic research blank, and it's instructive and useful for the practice of tourism marketing.
