Economic Development Zone, The Zone Project Approval Decision Support System

This study introduced a kind of Decision Support System DAPEADSS (Development Area's Project Examination and Approval DSS) which should be used by the decision makers of Development Area to examine and approve the projects apply to set up in the area. It is a person-machine system which is synthesized of the DSS technique,the object oriented technique and the computer technique, used to assistant the governor of development area in their work of project examinating and approving, and make the decision of admittance or not. So we can say it is a decision maker's right-hand assistant.The DAPEADSS here is designed and developed as a part of the electronic-government, this is the special feature and creative piont of this study. It primarily stands in the angle of goverment to evaluate the applicated project, then make the decision of admiting it or not. For this is a kind of government behavior,the factors should be considered is different from business enterprise------not only agood economic performance is important, but it is more to still consider theenvironment influence, social performance and synthesis performance------in orderto ensure a sustainable development in a city and make development area become the promoter of city's economic virtuous cycle. Therefore, this research will put the point at the evaluation of project's misty attribute in environment, society and synthesis evaluation, and hammer at looking for a fiter method, and establish a more scientific model, to make an evaluation not only quantitative but qualitative.For example,at the environment evaluation,it use the method of "the exterior cost inner part turns" to resovle the misty problem in environment evaluation;and used the entropy-based F-AHP method to resolve the multiattribute synthetic evaluation problem etc..The DAPEADSS is mainly constituted with five parts: a database sub-system, a modelbase sub-system, a methodbase sub-system, a knowledgebase sub-system and a person-machine sub-system. The software development method that face to the object makes this system use the object and news to expresses things and contacts, using the method of class and inheritance to imitate people method, so it can easily realize the thought of software engineering. The procedure construction that face to the object make this system had stronger reusability and maintainability. The article use the method of project evaluating, getting the model objects of the economy evaluation, the environment economy evaluation, the social evaluation and the synthesizes evaluation. At the same time,it gives an actual case to explain the entropy-based F- AHP method in the process of synthesize evaluation.This study follows the thought of sustainable development all along, and trying hard for using more representative index to imitate the real process of project evaluating. This system is easy to use, and the interface is friendly, so it has stronger scientificity and practicability.
