The Land Arrangement Project Sustainable Evaluating And Empirical Study With JinTang County As A Case

Land arrangement is a comprehensive foundation project in order to improve the country land-use scientific, rational, intensive and make the country life,agriculture environment better, it through the integration of related disciplines in the field of land utilization based on the means to achieve, land arrangement is an important means to adapt to construct high-efficiency agriculture, modern agriculture in the new period,it is also an important aspect for building new socialist countryside. Under the situation that our country cultivated area has always reduced, we need to set up and carry out the scientific development concept reliably, to insist the land arrangement sustainable development. However, because the modernized coordination of population, resources, environment and development-oriented land arrangement in our country has just started, land arrangement in most areas of the goal is to increase cultivated land in order to obtain the balance of indicators or to get more land indicators for the local economy construction, it has not yet entered the main goal of phase which is in order to protect cultivated land and intensive use of land as well as improve land utilization ratio. Land arrangement in practice are often biased towards the economic benefits of land arrangement, pursuit the number and output of cultivated land ,but have not yet enough recognition on its impacts to cultivated land and environment. Therefore, it is necessary to establish a set of evaluation Indicator system, to research and evaluate its impact after the implementation, JinTang Country, as a large population and agriculture county in ChengDu; carry on the sustainable appraisal has a certain representative significance to JinTang County land arrangement.This thesis construct land arrangement project sustainable evaluating indicator system from economic elements, environment elements, social elements, discuss the effect and existence question about JinTang County land arrangement project from the qualitative and quantitative. Through build model to analyze quantitative that part of land arrangement project in JinTang County ,provide a new mentality to solve the land arrangements sustainable development ,supply reference for speeding up the city and countryside integration process as well as the new country construction.This thesis is divided six parts. The first and second parts summarized the literature and expound the basic theory. The third part based on analyzing land arrangements sustainable development influencing factors. Expound the principle and data collection method of estimate that Indicator system constructs construction, build land arrangement frame which appraise Indicator system sustainable. The fourth part will make models according to the relevant scientific research and expert analysis as well as the analytic hierarchy process weights of indicators to determine the value and role. The fifth part will get five conclusions through the research on project area field surveys, data collected by computer which was researched on the project; finally, based on the above analysis result, advance the development countermeasure, and forecast the development direction of land arrangement.
