The concept on urban management and operation is output in the practice of urban management, while services in urban construction and development, the aim is achieving the urban construction, management, economic development interacts to advance together.This article mainly studied the correlating theories about urban management and operation mechanism, discussed the mechanism of management of urban construction and management mechanism, and thought the city management and operation mechanism was the sum total of the market mechanism, the socialized management mechanism and the service mechanism . urban government by " the commercialization" to manage and operate urban resources ,that is introduce the market mechanism and the competitive system into the city management and operation, through the means of " the commercialization" to optimize the integration of resources and market-oriented operation, realizes rationalization disposition of the resources and use of it efficiently, make the development and utilization of urban resources to accomplish valid completion in a just and fair , equal to the mechanism of the free competition . The market competition mechanism introduction will cause the urban management and operation main body multiplication and the socialization inevitably, although the urban government still will be the city management andoperation main body, but will not be the only main body, along with thedevelopment of urban economy and the third department, the residential society, thesocial intermediary organization, the enterprise and the non-profit department, thecommunity organization and the city peoples and so on ,above all these will becomethe positive main body of urban management and operation.
