Housing Fund Management Center Loan Risk Management Study

The loan system of personal reserves for housing is the important component of system to ensure the housing of our country, it has performed notable effectiveness for solving low income staff in town to buy room. Now, the mortage loan scale of the personal reserves for housing of our country becomes more and more larg, potential risk is also aggravated hence, strengthens mortage loan risk management research, it is very important to guard against and dissolve the mortage loan risks of the personal reserves for housing.This paper starts with from the internal and the external management environment of personal reserves for housing administration, analyes kinds of loan risk and the causes leading to loan risks of personal reserves for housing, at the same time, utilizing Analytial Hierarchy Process(AHP) estimates various loan risk indexes, caculates its proportion in loan risk system of personal reserves for housing. This paper is on foundation of analying and estimating various loan risks, has put forword loan risk management methods, such as, establishing standard reasonable loan decision-making program, perfect system of the examination before providing loan and management after providing loan, prompt informative system of loan risk advance warning, good system of loan risk compensation; to utilize external loan risk management resource, this paper has put forword strategies of establishing loan assurance system and loan Insurance system and Mortgage Backed Securitization (MBS) to transfering and dissolving loan risks of personal reserves for housing, forms perfectly systematization mortgage loan risk management system of personal reserves for housing. Finally, with Huai Hua railway personal reserves for housing administration as case, this paper analyses and summarys the content indicated by full text, expect to offer beneficial hint and referenc to personal reserves for housing administration at the aspect of loan risk management.
