Agricultural Policy Of Financial Reform And Development Research

This thesis mainly study the reform and development of agricultural policy-based finance of China. In this paper, agricultural policy-based finance is the Agricultural Development Bank of China (ADBC).Since the ADBC was established in 1994 , it has played important roles in the agricultural development and the rural social and economic development. While the agricultural policy-based finance has just developed for a short period of time , legislation of financial policies seems fall far behind . In addition, the policies made are inconsistent over time,and thus business in police-based finance are taken over by commercial finance , making the scope of the agriculture policy-based finance business shrinking , which seriously handicapped the role of agriculture policy-based finance in rural social and economic development. China is a large agricultural country among the developing countries , and devotes to construction of socialism new countryside , how to perfect the function of agricultural policy-based finance institute and fully play its credit role to support agriculture is a crucial question need to be studied and resolved immediately, agricultural policy-based finance need reform and development immediatily.This thesis mainly adopts the method of theoretical, positive and quantitative analysis .Chapter two in this thesis , analyze the development process and existing main problem of ADBC , then analyze relationship between ADBC and rural economic development, the conclusion is that ADBC has played important roles on China rural economic development on past years . Chapter three studies the cases on reform and development of agricultural policy-based finance on overseas countries . Chapter four proposed the new function and the ideal development goal of ADBC,the purpose of ADBC reform and development is to make ADBC became modern policy-oriented bank and the new rural bank which contribute to construction of socialism new countryside. Based on the above , chapter five in this thesis first reselect the practicable measures to fulfill the ideal development goal of ADBC, then proposed countermeasure of reform and development of the ADBC . Chapter six mainly probe the problems related to external environment factors such as bureaucratic intervention, enterprise revolution and credit environment construction and finance factors such as finance revolution , industry supervision , which will be confronted in the process of reform and development of the ADBC.
