Recently, the development of Multinational Company has become one of the main impetuses to the world economy integration. With our country's reforming and opening-up policy, the development of the FIE (including EJV CJV and WFOE) also had done great effort to the integration. FIE in china not only greatly improved our domestic enterprise's technology lever, but also bring us a revolution of management theory and management measure. Revolution give a transformation, the greatest in which is the change of individual. It means changes in attitude toward value, how to acquire and the way of doing things.With the market economy policy and the personnel-labors policy's being quite consummate, more and more corporations in china have accepted the conception of human resources and its management. The performance appraisal is of primary importance in that conception. A lot of things that employees conceming very much including training, position assigning, staff promotion and station transfer should be based on the appraisal .The scientific performance appraisal performance an oriented, inspiring, feedback management and communication effect.This paper was observed Shanghai Wanjia precision components Co.Ltd. The purpose of this study is to resolve existing matters in its performance appraisal with modern human resource management theory and technology. Furthermore, to put forward a new performance appraisal system accord with the company and the market. During the planning of the new performance appraisal system, the company stratagem is the guideline. By the Balanced Scorecard theory, decomposing the company stratagem to levels of whole company, functional department and the employee. Finally, revising a new performance appraisal system based on the Balanced Scorecard theory.
