An Analysis On Citizen Participation In The Implement Of The Policy Of Land Circulation In County Government

Since pushing the household contract responsibility system in 80s of 20centry in our country, the positivity of peasantry have enhanced much and rural economy have improved, too. With the continuously development and changes in terms of society and economy and the structure of population, it cannot fulfil the development of society and economy and the needs of farmland for farmers based on the household contract responsibility system of divide average in the aspects of structure of population 30 years ago, which have hastened the implement of the countryside land contracting right of management circulation and the policy of circulation of land.Peasantry is the straight participant of the policy of land circulation and the important object of executive in the policy of land circulation in government of county. However, there are defects in the policy of land circulation in government of county, e.g.: low participation, single form of participation, obstacle in participation and have not evident effects in participation. The wanting of citizen participation leads much resistance in the policy of land circulation in county government.The paper based on the theories of citizen participation and policy execution to explore the actualities of citizen participation in the policy of land circulation in county government. It discusses how to construct the system of citizen participation in the implement of the policy of land circulation to decrease resistance in the policy of land circulation in county government. The whole thesis divides 6 parts. The first one is introduction, which introduces the study reasons, frame and methods.There are main conceptions and related theories in part two. And has a particular narration for main conceptions and related theories. The third part analyses the rationality and necessity of citizen participation in the policy of land circulation in county government from different levels. The part four is demonstration research for citizen participation in the policy of land circulation in county government and has two aspects including questionnaire design and investigation outcome.The fifth part analyses the reasons of citizen participation in the policy of land circulation in county government based on the theories of citizen participation and policy execution. The last part explores how to construct mutual systems of citizen participation and decrease resistance in the policy of land circulation in terms of investigation outcome and the theories in part five.
