Economical housing system is one of important housing guarantee policy in China for the lower and medium income families, which not only can ensure rights of poor families, but also can narrow the economic disparities and promote social equity. Economical housing system had played significant roles since it was gradually implemented in China in 1998, however, those problematic issues are putting the system into a dilemma whether to keep or discard.This study examines the dynamics and effects of economical housing by investigating economical housing implementation in Beijing as a case study. The purposes of this case study were to identify the phenomenon and characteristics of non-equilibrium development of economical housing market in Beijing; to quantify the non-equilibrium degree and recognize its mechanism and the driving forces by building a non-equilibrium model; to discuss the necessity of practicing economical housing system within a long-term in Beijing through assessing the trade-off of economical housing system. Finally, we put forward the policy strategies of consummating and emending the existing economical housing system to counter the unfavorable phenomenon and problems.
