Since the concept of economically-affordable housing, which is created by William Levitte of America, appeared, it has a history of more than 10 years in China. But there are still some negative social phenomena, like the supply targets out control, high prices, exceeded the standard area and so on. As for these, some people criticize, some people recognize, and some people say stop. So it is great significance to study the effect of the affordable housing policy.Economically-affordable housing which acts as policy product housing is one of Macro-regulation to current housing supply structure. In more than 10 years of development, a great deal of breakthroughs happened to work area, the completion of investment, sales condition and so on. Horizontally, it's basically adjusted to each other between related indicators of china's economically-affordable housing with the level of economic development in various areas, the implementation of economically-affordable housing is more efficient in developed regions. From the vertical view, the indexes vary obviously different in east area, the middle area and the remote area, basically start narrowing in the eastern region, vigorously promoting in the western region, and steady developing in the central region.However, like negative effects of consumer out of control, they have made negative influence on the implement of policy. It is more difficult to resolve serious imbalance between supply and demand of economically-affordable housing. As authorities of economically-affordable housing should undertake unshirkable primary responsibility, government acts three identities as the formulator, implementer and monitor, making it positive in taking action on initiative sacrifice their own benefit. What's more, monitoring mechanism is not perfect. Our violations of the law in the real estate market is flagrant; punishment is too mild and lack severe offence costs or absent punishment, only to economically-affordable housing is neither economic and nor affordable, and some behaviors against the law did not receive the due punishment.To resolve the current problem involved in economically-affordable housing, we should learn the approach of Hong Kong and Singapore's government that strengthen the responsibilities and obligation of the government, I give the advice that we should put the degree of the general public housing solution as an important respect of the achievement evaluation, strengthen the government's passion to protection housing, in support of the government's financial and the land approval policy, increased the effective supply of affordable housing, ease the tensions of the supply and demand. At the same time, It's another identical safeguard to guarantee the consumer's need by improving the conditions of purchasing, reducing the number of house purchasing and controlling the usage's range of economically-affordable housing, add personal guarantee system to the existing qualifications review conditions of house buyers. Guarantor secured the authenticity of applicants' income, housing conditions and so on. When the economically-affordable housing are entered the stock market, we must control the trading partner strictly, make the ordinance that the economically-affordable housing can only be sold to the local economically-affordable housing management institution by current price, let the partner turn over personal tax at a certain percentage after deducting price factors and prevent the speculation behavior of economic housing. Secondly, as for government, the economically-affordable housing founder and the applicants, we must monitor the internal and external environment strictly and effectively, increase penalties in order to make the cost of illegal operations far greater than potential benefits. From the areas above, we can improve and standardize the application of the economically-affordable housing system, adjust the role which the government in real estate market, make a healthy development and so on. In this way, the effects of the policy can be fully displayed.
