With the development of economy and society, more and more people realize that the relationship between wealth and happiness is not always positive. When wealth reaches a certain level, the increase of the wealth will not result in the improvement of happiness. Thus, more and more people nowadays pay attention to the quality of life, but not the amount of the wealth. Meanwhile, most governments in the world discard the adoration for the GDP and try to design more reasonable measurements based on the principle of"people foremost". However, which new measurement should be made use of? Is this measurement universally accepted and comparably? How to carry out the relevant survey to get this measurement? Is this survey scientifically right? A lot of questions barricade in front of the analysts and decision makes. This paper tries to solve the problems related to surveys with reference to the experience of DIW, Berlin (German Institute for Economic Research), which is the pioneer in the relevant area. The paper will consider in terms of research funding, the progress, the result, data structure, dealing with variables, setting of weights, perfection of data in order to provide a valuable frame for domestic research, academic application and policy advice.
